Abstract
We propose a hypothesis that frames viable human-AI collaboration not as a product of single-agent intelligence, but as an emergent outcome of a distributed, co-adaptive system composed of human observers, transformer-based LLMs, emergent rule-based models, and a shared runtime environment. Drawing on cybernetic theory, systems thinking, and recent advances in LLM internal state modeling and recursive learning, we argue that scalable, sustainable intelligence will not emerge from scaling model size or context windows, but from designing modular systems capable of recursive self-improvement, structural evolution, and interactive feedback across abstraction layers.
1. Background and Motivation
Traditional approaches to AI have treated systems as tools — fixed-function agents optimized for task-specific inference. As LLMs like GPT-4 demonstrate emergent reasoning capabilities, the paradigm has shifted toward agentic models. However, performance limitations due to context window constraints, hallucination, misalignment, and lack of persistent memory have highlighted that intelligence is not merely model-bound, but system-bound.
Recent work (Garcia et al., 2025; Lou et al., 2025) has shown that:
- LLMs encode meaningful domain-specific internal states.
- Human-AI teaming requires shared situation awareness (SA), goal alignment, and adaptive role coordination.
- Current monolithic systems are not viable when complexity exceeds static capacity (context window size).
Simultaneously, recursive self-improvement mechanisms in LLMs (Costello et al., 2025) and structural intelligence in emergent models (Bocchese et al., 2024) point to a hybrid architecture where learning and evolution can co-exist.
2. Hypothesis Statement
We hypothesize that a viable cybernetic intelligence can emerge from a distributed human-AI system that:
- Integrates transformer-based LLMs capable of recursive refinement through mechanisms like Think–Prune–Train–Improve.
- Embeds emergent rule-based models (e.g., cellular automata) capable of evolving internal architecture and local behaviors.
- Maintains persistent, structured memory via knowledge graphs and dynamic state interfaces.
- Is orchestrated by a runtime environment supporting observation, feedback, and specialization.
- Includes humans as co-observers, shaping representations and determining viability through framing and feedback.
Such a system does not simply infer — it adapts, reflects, and restructures itself in response to environmental demands, thereby becoming capable of sustained operation and innovation under uncertainty.
3. Theoretical Foundations

Viable System Model (Beer, 1981): Defines viability through distributed functions — operations (S1), coordination (S2), control (S3), intelligence (S4), and policy (S5). This model maps cleanly onto LLM agents, runtime platforms, emergent models, and human roles.

Observer Theory (Wolfram, 2023): All system outputs are shaped by what the observer can perceive. Human and machine observers co-define system boundaries and abstraction gaps.

Abstraction Gap Theory: Representation is always reductive. The act of selecting what to encode collapses complexity into tractable form, introducing mismatches that viable systems must correct through feedback, memory, or restructuring.

5. Key Implications
- Scalability through Structure: Instead of scaling memory, we scale modular interaction.
- Intelligence as Ecosystem: Cognitive performance is not in any one agent, but in their interactions.
- Design for Feedback: Viability requires instrumentation, observability, and a way to reshape the model.
- Ethics and Governance: Agency is distributed. Responsibility, control, and intent must be managed across roles — human and non-human.
6. Research Agenda
To test and refine this hypothesis, we propose:
- Controlled experiments on recursive refinement loops (e.g., extended Think–Prune cycles).
- Prototyping of hybrid LLM–EM systems with modifiable rule sets.
- Development of runtime platforms that support semantic memory, observability, and dynamic agent assignment.
- Empirical studies on human-AI teaming in knowledge work, with a focus on mutual framing and feedback flow.
Conclusion
Viable human-AI systems will not emerge through scale alone. They will emerge from structured co-evolution — between humans, adaptive models, and feedback-rich environments. By combining transformer-based reasoning with emergent structural evolution, and grounding both in cybernetic theory, we believe a new class of intelligent systems can be built:
Not just systems that think, but systems that think about how they think — and adapt how they adapt.
